Framework Description
Web Based and Proprietary Devices (SP-22-020) is a Scottish Government single-supplier framework with XMA Limited for Chromebooks, Apple and Microsoft devices, tablets, thin clients and wearables. It runs from 1 March 2024 to 28 February 2027, and the guidance notes a 12-month extension option. It sits alongside the desktop and mobile client device frameworks. This framework is used by Scottish Government and APUC.
Context & Use Case
Any Scottish public body, including colleges, universities and the third sector, can buy web-based and proprietary devices through it, with deployment, consultancy and enhanced training support. Buyers order directly from XMA without a further competition, with fixed prices on core Chromebook and SE devices and fixed discounts on Apple and Microsoft products.

Who Can Apply
With XMA as sole supplier, no other reseller can join. Other resellers' next chance is the re-procurement, due around 28 February 2027 or a year later if the extension is used. Resellers with strong Google, Apple and Microsoft partnerships are the natural bidders.
Buyer Benefits
Fixed pricing and discounts give budget certainty, and new products are added through continuous improvement. Buyers also value low-emission delivery management, waste-reducing packaging, ISO 27001 and Cyber Essentials Plus, and a supplier accredited as a real Living Wage employer with wider fair work commitments.
Next Steps
Start preparing for the re-tender now: gather evidence of public sector device deployments, manufacturer partnerships, fixed pricing models, delivery emissions reporting and training support. Follow the Scottish Government's guidance page for news of the re-procurement, and check whether the current term is extended to February 2028.
How Athena Can Help
With the current term ending on 28 February 2027 unless extended, resellers aiming for the next Scottish device framework should start now. Athena's bid planning and templates help you build a response plan, win themes around deployment and training, and a pricing model you can hold for the whole term.
