Framework Description
The Flexibility Services Scotland DPS is a dynamic purchasing system set up by Scottish Hydro Electric Power Distribution plc (SHEPD) to buy flexibility services that help it manage its electricity network. Providers that join can be invited to offer services such as reducing demand at peak times or supplying stored energy when the network needs them. It is not divided into lots and runs until 27 October 2028, with no extension.
Context & Use Case
SHEPD uses the DPS to call on flexibility when electricity demand and generation change, for example during peaks in use or swings in renewable output. Admitted providers are invited to compete when a need arises, giving the network operator a quick route to pre-qualified suppliers rather than a separate tender each time.
Scope of Services

Who Can Apply
It suits demand-side response aggregators, battery and storage operators, renewable generators and businesses that can shift their electricity use. As a live DPS, it accepts new applications while it runs, so check the Find a Tender notice for how to apply.
Buyer Benefits
SHEPD gets a growing pool of pre-qualified flexibility providers it can call on quickly, rather than tendering each requirement. Competition among providers helps keep the cost of flexibility down, and the open structure lets new technologies and providers enter as the market develops.
Next Steps
Read the Find a Tender notice (029511-2024) and the procurement documents, then check that the DPS is still accepting applications. Prepare evidence of the flexible capacity you can offer and where it sits on the network, your metering and dispatch capability, and your financial standing. Once admitted, respond quickly to competitions.
How Athena Can Help
Flexibility markets are new ground for many energy businesses, and DPS paperwork can be unfamiliar. Athena's energy DPS applications help you set out your capacity and capability clearly and check compliance before submission.
Once admitted, our bid writing for energy firms sharpens your responses to each competition, including pricing, and our utility procurement advice helps you decide which competitions to pursue and how to approach other network operators' flexibility tenders across the UK.
