Framework Description
The Supply of Solar Panels DPS is a Scottish Water dynamic purchasing system for buying solar panels from suppliers that can prove ethical sourcing and full traceability of materials. It runs until 31 August 2032 and admits new suppliers throughout its term, provided they meet the requirements in the tender documents. It is not divided into lots.
Context & Use Case
Scottish Water, Scottish Water Horizons and other approved entities use it to source panels for renewable generation as part of Scottish Water's carbon reduction work. When a need arises, they invite admitted suppliers to compete, so they can buy for individual projects while keeping the same ethical sourcing and traceability checks across every purchase.

Who Can Apply
It suits solar panel manufacturers and distributors that can document their supply chains, from raw materials to finished panels. It is open: suppliers can apply at any time until 31 August 2032, as long as they meet the ethical sourcing and traceability requirements.
Buyer Benefits
Scottish Water gets a pre-checked pool of panel suppliers, reducing the risk of buying from unethical supply chains, and can still run a competition for each purchase. The open structure means it can add new suppliers as the market and traceability standards change.
Next Steps
Read the tender documents linked from the Find a Tender notice and check the ethical sourcing and traceability evidence required. Gather supply chain mapping, certifications and audit reports, then apply. Once admitted, be ready to respond quickly to Scottish Water competitions with pricing, delivery terms and traceability records for the specific panels offered.
