Framework Description
South East Consortium is re-procuring its Capital Works Framework to replace the existing Internal & External Building Works arrangement. Estimated at £250 million excluding VAT, it has eight lots covering planned housing and property works, from kitchens and bathrooms to three tiers of multi-disciplinary works. The initial term is planned from 1 October 2027 to 30 September 2029, with a possible two-year extension to 1 October 2031.
Context & Use Case
Any publicly funded organisation can use the framework, not only SEC members, for planned capital investment across housing and property portfolios. Work is awarded by direct selection or mini tender. The procurement runs under the competitive flexible procedure on In-Tend, with a procurement-specific questionnaire followed by quality (70%) and cost (30%) evaluation, and up to 85 suppliers can be appointed.

Lot 1 Kitchens & Bathrooms (up to £2m p/a); Lot 2 Windows & Doors (up to £3m p/a); Lot 3 Roofing (up to £3m p/a); Lot 4 Electrical (up to £2m p/a); Lot 5 Cyclical Decorations (up to £2m p/a); Lot 6 Multi Disciplinary (up to £749,999 p/a); Lot 7 Multi Disciplinary (£750,000-£1,999,999 p/a); Lot 8 Multi Disciplinary (over £2m p/a)
Who Can Apply
Suits building contractors and specialist trades with experience on social housing and public property, from SMEs in the lower multi-disciplinary tier to larger firms. Tenders closed on 26 May 2026, so only bidders already in the process can be appointed; others must wait for the next tender, which SEC estimates for April 2030.
Buyer Benefits
Buyers get pre-qualified contractors for each main planned works stream, with annual value bands that help them match job size to contractor capacity. The three multi-disciplinary tiers mean smaller programmes can go to smaller firms, and one framework replaces separate tenders for each type of work.
Next Steps
If you bid, watch In-Tend for clarifications ahead of the award decision, estimated for 20 July 2027, line up mobilisation resources and plan how you will win early call-offs from October 2027, allowing for SEC's 2% levy in your pricing. If you did not bid, note SEC's estimate of April 2030 for the next tender notice and build housing works references in the meantime.
How Athena Can Help
For bidders awaiting the outcome, the real work starts at award. Athena's bid management for call-offs helps you win mini tenders with clear method statements, competitor analysis and keen pricing that allows for the levy.
If you missed this round, our framework pipeline planning identifies other housing works frameworks and dynamic markets you can join now, and our public sector bid advisers help you decide which are worth the effort before the next Capital Works competition.
