Framework Description
South East Consortium's Facilities Management Dynamic Market is an open-access arrangement under the Procurement Act 2023 for soft, hard and total facilities management. Each of its three lots is divided into annual contract value bands, from under £500,000 to over £8 million, with a minimum contract value of £207,720 including VAT. Any publicly funded body in England can use it, and suppliers can join at any time.
Context & Use Case
Publicly funded bodies across England use it for FM contracts above the minimum value, from a single cleaning or grounds contract to an integrated total FM service across an estate. Buyers pick the lot and value band that fit, then compete the contract among suppliers admitted to it. A supplier levy applies, capped at 1.5% for SEC members' contracts and 2% for non-members.
Scope of Services
Lot 1: Soft FM (cleaning, security, grounds, catering) Lot 2: Hard FM (M&E, building fabric, compliance, energy) Lot 3: Total FM Each lot banded by annual contract value, from under £500,000 to £8m+
Lots
Lot 1 Soft Facilities Management; Lot 2 Hard Facilities Management; Lot 3 Total Facilities Management (each sub-divided by annual contract value bands from under £500,000 up to £8m+)
Who Can Apply
Suits cleaning, security, catering and grounds contractors, M&E and building fabric maintenance firms, and integrated FM providers. Because it is a dynamic market, it is open now: suppliers can apply at any time to join the lots and value bands that match their capability.
Buyer Benefits
Value banding means a smaller cleaning contract can be competed among firms sized for it rather than national integrators. Buyers get a ready-made, Procurement Act-compliant route open to every publicly funded body in England, and the supplier pool can keep growing to strengthen competition.
Next Steps
Read SEC's Facilities Management Dynamic Market page and decide which lots and value bands match your turnover and contract history. Prepare insurances, health and safety certification, accounts and public sector references, then apply. Build the 1.5% or 2% levy into your pricing, and respond to competitions in the bands where you are strongest.
How Athena Can Help
Being admitted to the right lots and value bands decides which FM contracts you will see. Athena's dynamic market registration service maps your services to SEC's lots, prepares the application and compliance-checks it before submission.
When competitions arrive, our FM bid writers produce service delivery and mobilisation answers with clear win themes, and our price-to-win support helps you absorb the levy and still bid competitively against established national FM providers.
