Repairs and Maintenance Dynamic Market

Live

Framework Description

South East Consortium's Repairs and Maintenance Dynamic Market is an open-access route under the Procurement Act 2023 that replaced SEC's Repairs and Maintenance DPS when it closed in August 2026. Five lots cover responsive repairs, voids, planned maintenance, damp and mould, and combined works, each split into annual contract value bands from under £500,000 to £8 million and above. Suppliers can join at any time through In-Tend.

Context & Use Case

Social landlords use it to let repairs and maintenance contracts above the minimum value of £213,477 excluding VAT. The damp and mould lot supports landlords meeting Awaab's Law, which sets deadlines for dealing with hazards, while the voids and responsive repairs lots cover day-to-day housing management. Each contract is competed among suppliers admitted to the relevant lot and band.

Who Can Apply

Suits responsive repairs, voids, planned maintenance and damp and mould contractors, from SMEs in the lower value bands to large multi-trade firms. As a dynamic market, it is open now: suppliers can apply through In-Tend at any time.

Buyer Benefits

Landlords under pressure from Awaab's Law need contractors they can mobilise quickly on damp, mould and other hazards. Value bands let them compete smaller contracts among right-sized firms, and an always-open market keeps fresh local capacity coming in as demand rises.

Next Steps

Register on In-Tend, choose the lots and value bands that match your turnover and contracts, and apply with insurances, health and safety accreditations, accounts and social housing references. For the damp and mould lot, show diagnostic competence and response times against Awaab's Law deadlines. Then bid selectively in competitions where you have local capacity.

How Athena Can Help

Choosing the right lots and value bands decides which repairs contracts you will be invited to bid for. Athena's dynamic market applications service maps your services to SEC's structure, writes the application and checks it before you submit on In-Tend.

For the competitions that follow, our repairs bid writing team builds answers on response times, resident care and damp and mould, and our winning public sector pricing support keeps your schedule of rates competitive.
