Framework Description
Senedd Cymru, the Welsh Parliament, has awarded a Leadership and Management Development Framework to support leaders and aspiring leaders at all levels of the Senedd Commission. It has five lots, from high-performing team development to e-learning, and three providers were appointed in September 2026. The framework runs from 28 September 2026 to 27 September 2030, with no extension.
Context & Use Case
The Commission uses it to build the leadership capabilities, behaviours and skills it needs as organisational demands change. Delivery ranges from group coaching and facilitation to workshops, individual coaching and virtual learning through Microsoft Teams or the Senedd's iTrent learning system. Only the Commission can use the framework, and work is awarded with or without competition.
Scope of Services
Lot 1: High performing team development Lot 2: Core learning Lot 3: Inclusive Commission culture Lot 4: Personal development, talent management and skill transferability Lot 5: E-learning
Lots
Lot 1: High Performing Team Development; Lot 2: Core Learning; Lot 3: Inclusive Commission Culture; Lot 4: Personal Development, Talent Management and Skill Transferability; Lot 5: E-Learning
Who Can Apply
Suits leadership development consultancies, coaches and training providers with public sector experience. The framework was awarded in September 2026 and applications are closed, so other providers cannot join until the Senedd re-tenders it, likely ahead of 27 September 2030.
Buyer Benefits
A framework gives the Commission ready access to vetted providers, so it can commission programmes as needs arise without repeated tenders. Lots covering team, core, inclusion, personal and digital learning let it develop aspiring leaders and senior managers through one route, with personalised programmes for the Leadership Team.
Next Steps
Appointed providers should agree priorities with the Commission early, as Lot 4 programmes may draw on feedback from Lot 1 team development. Others should read the contract details notice on Find a Tender, note the 27 September 2030 end date, and build case studies of leadership programmes for public bodies with measured impact, ready for the re-tender.
How Athena Can Help
Leadership development tenders are crowded, so the winning bid shows clear outcomes. When the Senedd re-tenders, Athena's bid writing and win themes help you present programme design, coaching approach and impact evidence in a way evaluators can score.
In the meantime, our Welsh framework opportunities service identifies other public sector training frameworks in Wales that are open or due to open, and our early bid planning includes a bid/no-bid check on each one.
