Social Program Management (SPM) Framework Agreement Prior Information

Coming soon

Framework Description

Social Security Scotland is preparing a framework agreement for development services on its Curam Social Program Management (SPM) business and technology platform. The prior information notice (Find a Tender 002473-2026) sets out two lots: one for delivering SPM projects of small, medium or large scale, and one for supplying individual specialists or whole teams. The framework will support end-to-end delivery of SPM functionality and related business systems.

Context & Use Case

Social Security Scotland, the agency that delivers Scotland's devolved benefits, runs core services on the Curam SPM platform. It will use Lot 1 when it wants a supplier to take ownership of a defined change project, and Lot 2 when it needs extra specialists or teams to add delivery capacity. Both routes support continuing enhancement of the platform and the services that depend on it.

Scope of Services

Lot 1: SPM Projects (small, medium and large scale project delivery) Lot 2: SPM Resources (individual or team resource deployment) End-to-end delivery of SPM platform functionality Development of related business systems

Lots

Yes: Lot 1 - SPM Projects (Small/Medium/Large Scale Project Delivery); Lot 2 - SPM Resources (Individual or Team Resource Deployment)

Who Can Apply

Suits IT consultancies and software houses with proven Curam SPM development experience, whether they deliver whole projects (Lot 1) or place specialists and teams (Lot 2). The framework has not yet been tendered, so the opportunity is to bid when the contract notice is issued.

Buyer Benefits

A dedicated SPM framework gives Social Security Scotland quick access to a scarce skill set without a separate procurement for every change. Having both a project lot and a resource lot lets it choose between outcome-based delivery and flexible capacity, depending on the risk and scale of each piece of work.

Next Steps

Read prior information notice 002473-2026 and decide whether to bid for Lot 1, Lot 2 or both. Start collecting Curam case studies, CVs of experienced SPM developers and evidence of public-sector delivery, and line up any partners needed to cover the larger project sizes. Then watch for the contract notice that launches the tender.
