Framework Description
South Downs National Park Authority uses this single supplier framework to buy independent review of viability appraisals, marketing evidence, needs assessments and impact assessments submitted with planning applications. One adviser was appointed in July 2026 and receives every instruction by direct award at its tendered rates. The framework runs from 3 August 2026 to 1 August 2028, and can be extended by up to one year to 1 August 2029.
Context & Use Case
Planning officers instruct the adviser when an applicant argues that a scheme cannot support policy requirements, or when marketing evidence, needs or impact assessments need independent scrutiny. The resulting reports inform decisions on complex applications and can be used as evidence at appeals and inquiries, where contested viability is common.

Who Can Apply
Suits chartered surveying and planning economics consultancies with experience of viability review for local planning authorities, ideally in protected landscapes. As a single supplier framework that has already been awarded, there is no place to join; other firms must wait for the re-procurement, likely before 1 August 2028 or, if extended, 1 August 2029.
Buyer Benefits
A single appointed adviser gives the Authority a consistent method across cases, quick instruction without procuring each time, and an expert who knows its local plan policies. That consistency matters when applicants challenge viability findings at appeal, and it keeps advice costs predictable.
Next Steps
Firms that want this work should watch South Downs National Park Authority's notices on Find a Tender from early 2028 for the re-procurement. Build a portfolio of independent viability reviews for public bodies, especially in National Parks and other protected landscapes, and note the service levels the Authority expects, such as a quotation within three working days and a draft report within 15 working days.
How Athena Can Help
Single-supplier advisory frameworks come round rarely, so the re-procurement needs a carefully planned bid. Athena's bid/no-bid decision support helps you judge whether to compete, and our consultancy bid writers turn your viability expertise into evidence-led quality answers that score.
Until then, our framework and DPS search identifies other planning and property advisory frameworks that are open now or due to open, with a pipeline plan so you are ready for each.
