Framework Description
South East Consortium's Asbestos Inspections and Testing framework gives members access to accredited asbestos consultants for surveys, re-inspections, air testing, bulk sampling and analysis. It sits within the Consortium's compliance consultancy frameworks and runs until 30 September 2028. Every appointed supplier belongs to an approved asbestos governing body and holds UKAS accreditation.
Context & Use Case
Public bodies that own or manage buildings, including councils, schools and healthcare organisations, use it to meet their duty to manage asbestos before maintenance, refurbishment or demolition. It gives them a ready-made route to UKAS-accredited surveyors and analysts, so testing can be commissioned ahead of capital programmes without a separate tender.
Scope of Services

Who Can Apply
Suits UKAS-accredited asbestos surveying and analytical consultancies that are members of an approved governing body. Applications for this framework are closed, so firms not appointed cannot join until South East Consortium re-tenders it, which is likely to happen around 30 September 2028.
Buyer Benefits
Buyers get suppliers whose accreditation and competence have already been checked, which matters for safety-critical work governed by asbestos regulations. They can commission surveys and testing quickly before refurbishment programmes start, with one route covering everything from the first survey to air testing after works.
Next Steps
Appointed suppliers should build relationships with Consortium members and respond strongly to call-offs. Others should read the framework page on South East Consortium's website, note the 30 September 2028 end date, and prepare UKAS scope documents, governing body membership evidence and case studies of large housing or estate survey programmes for the re-tender.
How Athena Can Help
For asbestos consultancies already appointed, Athena's bid team helps win South East Consortium call-offs with sharper method statements, competitor-aware pricing and a Bid Health Check on each response.
If you are preparing for the re-tender due around September 2028, our public procurement bid support plans the bid early, while our compliance framework registrations service finds other asbestos and compliance frameworks you could join in the meantime and prepares those applications.
