Asbestos Removals & Reinstatement Framework

Live

Framework Description

South East Consortium's Asbestos Removals & Reinstatement framework provides licensed contractors for asbestos removal, remedial works, reinstatement and encapsulation, all carried out under the Control of Asbestos Regulations 2012. It complements the Consortium's separate asbestos inspections framework and runs until 6 July 2029. It is a conventional framework with a fixed panel, not a Dynamic Purchasing System.

Context & Use Case

Housing providers, councils and other public property owners call on it when surveys have found asbestos that must be removed or made safe, for example ahead of refurbishment or demolition. Removal and making good can be bought together, so the area is handed back ready for the following trades rather than left for a second contractor to reinstate.

Who Can Apply

Suits HSE-licensed asbestos removal contractors. SEC lists ISO 17020 and ISO 17025 certification, UKAS accreditation and membership of ATAC or UKATA among its supplier standards. As applications are closed, it does not admit new contractors before it is re-tendered, which is likely to be close to 6 July 2029.

Buyer Benefits

Licensed asbestos work carries legal and reputational risk for building owners. Using contractors already checked against SEC's accreditation standards lets buyers commission removal quickly, with remediation and reinstatement in the same order, so fewer firms are needed on site and programmes recover faster after asbestos is found.

Next Steps

Contractors on the framework should keep licences and accreditations current and answer each call-off with clear method statements, programmes and waste arrangements. Those not appointed should note the 6 July 2029 end date, build a portfolio of removals in occupied social housing and public buildings, and check SEC's framework page for news of the re-tender.

How Athena Can Help

Call-offs on asbestos removal frameworks are usually won on method, programme and price. If you are already appointed, Athena can strengthen your responses: our bid writing consultants produce clear method statements and win themes, and our advice on pricing public sector tenders helps you price removals competitively without taking on unpriced risk.

If you are aiming for the 2029 re-tender, our framework readiness service prepares accreditations, policies and case studies in advance and finds other asbestos frameworks that open sooner.
