Asset & Development Consultancy Framework - Stock Condition Surveys

Live

Framework Description

South East Consortium's Stock Condition Surveys lot, part of its Asset & Development Consultancy framework, provides consultants to deliver stock condition survey programmes for public sector property owners. It covers survey delivery, data capture, data cleansing and reporting to inform asset management planning. The lot was awarded on 21 January 2025 (reference 2024/S 000-016416) and runs until 20 January 2028, with an option to extend by 12 months.

Context & Use Case

Social landlords, councils and other asset owners need current stock condition data to plan investment, meet Decent Homes obligations and model future spend. They use this lot to commission bulk programmes covering whole portfolios or targeted surveys of particular stock, appointing by direct award or mini-competition among the suppliers on the lot.

Who Can Apply

Suits surveying firms with the surveyors, systems and quality controls to run large programmes for social landlords. Applications for this lot are closed; firms not on it cannot join until SEC re-tenders it, likely around 20 January 2028 or a year later if extended, so now is the time to build evidence.

Buyer Benefits

Landlords value suppliers who deliver accurate, clean data that loads straight into their asset systems, on time and with good access rates. A framework route lets them start a survey programme quickly, and direct award helps when a regulatory deadline or investment plan is pressing.

Next Steps

Appointed suppliers should show SEC members their data quality, access rates and reporting outputs. Others should prepare for the re-tender, expected around January 2028 or January 2029 if the extension is used, by documenting survey programmes delivered, sample reports, data validation processes and surveyor qualifications. Meanwhile, look for other stock condition frameworks that are open now.
