Framework Description
South East Consortium's Cleaning, Clearance and Grounds Maintenance Framework provides a small panel of pre-qualified contractors for estate cleaning, bulk waste clearance and grounds maintenance. It covers general and specialist cleaning, including Homes for Older People Schemes (HOPS) and empty properties, as well as bin store hygiene, litter picking and grass cutting. The framework runs until 30 November 2027 and is not a DPS.
Context & Use Case
Housing associations, local authorities and other public bodies with residential estates use it to keep communal areas, car parks and outdoor spaces clean and safe, and to turn empty homes around for new tenants. It serves both occupied blocks that need regular cleaning and empty properties that need a one-off clean and clearance before reletting.
Scope of Services
General cleaning, including HOPS schemes Empty property cleaning Pathway, parking area and window cleaning Bulk waste removal Bin chute unblocking and bin store cleaning and disinfection Litter picking and leaf clearance Weed control and grass cutting

Who Can Apply
Suits estate cleaning, waste clearance and grounds maintenance contractors with experience on social housing or public estates. Applications for this panel are closed, so new contractors cannot join until SEC re-tenders it, which is likely to happen around 30 November 2027. Health, safety and environmental compliance will be tested.
Buyer Benefits
Combining cleaning, clearance and grounds work in one framework lets landlords cover a whole estate through a single route and manage fewer contracts. Faster void cleans and clearances reduce rent lost on empty homes, while bin store hygiene and litter control have a direct effect on resident satisfaction.
Next Steps
Panel contractors should focus on service quality and resident feedback, as these shape repeat call-offs. Others should prepare for the re-tender due around November 2027: gather estate cleaning and void clearance contracts, KPI performance data, waste carrier licences and health and safety records, and decide which services you can deliver across SEC's member areas.

Our costing and pricing advice helps you price frequencies and void cleans sustainably, and our tender writing support turns KPI data and resident feedback into persuasive quality answers.
Meanwhile, our framework registration help identifies other cleaning and grounds maintenance frameworks open now and prepares the applications for you.
