Framework Description
South East Consortium's Construction & Development Works DPS is a Dynamic Purchasing System for public sector development programmes, replacing the Consortium's earlier New Build framework. It is split into five lots: one for site preparation and four banded by project value, from schemes up to £5 million to those over £50 million. It runs for five years, and contractors can join or leave at any time.
Context & Use Case
Social landlords, local authorities and other public developers use it for new build and major development schemes of every size. Each project is let through a focused mini-competition among contractors admitted to the relevant lot, and because the pool keeps refreshing, new entrants and local SMEs can compete alongside established builders.
Scope of Services
Lot 1: Site preparation (demolition, decontamination, reinstatement, remediation) Lot 2: Projects up to £5m Lot 3: Projects £5m to £10m Lot 4: Projects £10m to £50m Lot 5: Projects over £50m
Lots
Lot 1: Site preparation (demolition, decontamination, reinstatement, remediation); Lot 2: Projects up to £5m; Lot 3: Projects £5m-£10m; Lot 4: Projects £10m-£50m; Lot 5: Projects over £50m
Who Can Apply
Suits demolition and remediation specialists (Lot 1) and main contractors at every scale, from SME builders to the largest firms (Lots 2 to 5). As a DPS, it is open: contractors can apply to join now, provided they pass SEC's exclusion grounds, selection criteria and compliance checks.
Buyer Benefits
Buyers can pick the lot that matches each scheme's value, so a modest infill project is not competing for the attention of contractors geared to £50 million developments. A constantly refreshed pool gives them more local bidders and stronger competition than a closed list fixed for years.
Next Steps
Read the DPS page on South East Consortium's website, pick the lots that fit your turnover and project history, and apply to join. Prepare financial statements, insurances, health and safety accreditations and case studies of schemes of similar value. Once admitted, watch for mini-competitions and bid selectively for schemes that suit your location and capacity.
How Athena Can Help
Admission to the Construction & Development Works DPS only pays off if you then win schemes. Athena's DPS registration service picks the right value lots, writes the selection responses and compliance-checks your application before submission.
For the mini-competitions that follow, our construction bid writing team builds win themes and method statements, and our bid/no-bid tools help you focus on the schemes you are most likely to win, rather than pricing every opportunity that appears.
