Framework Description
South East Consortium's Decarbonisation Partnerships Framework appoints retrofit contractors to deliver decarbonisation either as single projects or through long-term partnerships. It covers whole-house retrofit, individual measures such as insulation, heat pumps, solar PV and batteries, and the project management and resident engagement around them. Awarded on 3 November 2025, it runs until 2 November 2029.
Context & Use Case
Public sector landlords with large retrofit programmes use it when they need a partner rather than just an installer: a contractor to coordinate measures across many homes, manage the project and keep residents informed. Buyers can call off a one-off scheme or set up a longer relationship covering several schemes, by direct award or mini-competition.

Who Can Apply
Suits retrofit contractors with the scale, PAS 2030/2035 and TrustMark accreditation and resident engagement skills to run sustained programmes for landlords. It is closed to new applications; smaller installers may find SEC's Decarbonisation Works DPS a better route in now.
