Decarbonisation Works DPS

Live

Framework Description

The Decarbonisation Works DPS is South East Consortium's Dynamic Purchasing System for retrofit and energy efficiency works. Four lots cover insulation; renewable heat, hot water and ventilation; renewable power and storage; and whole-house retrofit. Contractors can join or leave at any time, so the pool refreshes over the system's life and specialist installers can enter whenever they are ready.

Context & Use Case

Public sector landlords use it to deliver retrofit funded through the Social Housing Decarbonisation Fund, Warm Homes-type programmes and their own asset plans. Buyers run a mini-competition for each scheme, whether a single-measure install such as loft insulation or a coordinated whole-house retrofit, and can draw on local SMEs admitted during the DPS's lifetime.

Scope of Services

Lot 1: Insulation (external, internal, cavity, loft and underfloor) Lot 2: Renewable heat, hot water and ventilation (including heat pumps and MVHR) Lot 3: Renewable power and storage (solar PV and batteries) Lot 4: Whole house retrofit (coordinated multi-measure delivery)

Lots

Lot 1: Insulation; Lot 2: Renewable heat, hot water & ventilation; Lot 3: Renewable power and storage; Lot 4: Whole house retrofit

Who Can Apply

Suits insulation installers, heat pump and MVHR specialists, solar PV and battery installers, and whole-house retrofit contractors. The DPS is open: apply now, provided you meet SEC's selection and compliance requirements, including TrustMark, PAS 2030 or PAS 2035 accreditation where relevant.

Buyer Benefits

Grant-funded retrofit runs to tight spending deadlines, so buyers need a quick route to accredited installers. The DPS gives them that, with lots that match the measure being installed and a pool that can be topped up if local capacity runs short.

Next Steps

Read the DPS page on South East Consortium's website, choose the lots that match your installation capability, and gather accreditation certificates, insurances, health and safety records and retrofit case studies. Apply to join, then respond to mini-competitions for schemes in your area, using installed volumes and quality data to show you can deliver at pace.

How Athena Can Help

On a retrofit DPS, admission is just the starting point. Athena's service for getting onto DPSs like this identifies the right lots, writes the application and compliance-checks it, so you can start bidding for schemes sooner.

When schemes come out, our retrofit bid writing support builds win themes around quality and resident care, and our tender pricing that wins advice keeps grant-funded work profitable without cutting corners on installation standards.
