Framework Description
South East Consortium's Heating & Water Hygiene framework gives publicly funded organisations pre-qualified contractors for heating servicing, repairs, safety inspections and installations, plus water hygiene risk assessments and remedial repairs. It has five lots. It was awarded on 9 January 2024 and runs until 8 January 2028 with no extension. It is free for buyers to use and is not a DPS.
Context & Use Case
Housing providers, healthcare and education bodies use it to run heating service and safety inspection programmes, carry out responsive repairs and install new boilers, choosing the domestic, commercial or combined lot to suit their buildings. Water hygiene risk assessments, and the remedial work they identify such as cistern disinfection, tank relining and valve renewals, sit in separate lots.
Scope of Services
Lot 1: combined commercial and domestic heating Lot 2: domestic heating Lot 3: commercial heating Lot 4: water hygiene risk assessments Lot 5: water hygiene remedial repairs Heating lots cover servicing, responsive repairs, safety inspections and installations

Lot 1: Commercial and Domestic Heating (combination of Lots 2 and 3); Lot 2: Domestic Heating; Lot 3: Commercial Heating; Lot 4: Water Hygiene Risk Assessments; Lot 5: Water Hygiene Remedial Repairs
Who Can Apply
Suits heating contractors working in domestic or commercial buildings, or both, and water hygiene assessors and remedial specialists. Applications for this framework are closed, so firms not appointed cannot join until SEC re-tenders it, likely around 8 January 2028.
Buyer Benefits
Separate domestic and commercial lots give buyers contractors suited to their building type, while the combined lot suits mixed estates under one contract. Heating safety inspections and water hygiene remedials are both compliance-critical, and one framework lets buyers procure both quickly.
Next Steps
Appointed contractors should demonstrate first-time fix rates and servicing compliance to win repeat call-offs. Others should prepare for the re-tender around January 2028: decide which lot fits, and gather servicing volumes, safety inspection data and boiler installation pricing. Heating bidders were last scored 70% on quality, covering commercial stability, supply chain management, collaborative contracting and the golden thread of data.
