Internal and External Building Works

Live

Framework Description

South East Consortium's Internal and External Building Works framework provides experienced contractors for planned capital works and upgrades on single or multi-site programmes. Four lots are banded by annual contract spend, from £749,999 or under to £5 million and above. The framework is not a DPS, runs until 24 October 2027 and is free for publicly funded bodies to use.

Context & Use Case

Housing, healthcare and education bodies use it for planned investment in their buildings: external envelope works such as insulation, repointing and rendering, heating installations, kitchens and bathrooms, windows and doors, roofing, rewires and cyclical decorations. They choose the lot matching their annual spend and appoint a contractor for single or multi-site programmes.

Who Can Apply

Suits building contractors delivering planned works in occupied buildings, from SMEs in Lot 1 to large contractors in Lot 4. Applications for this framework are closed, so contractors not appointed cannot join it; the next chance is SEC's re-tender, likely around the 24 October 2027 end date.

Buyer Benefits

Spend-based lots match contractors to programme size, so smaller programmes are not dominated by large firms. Buyers get one route for every common planned works trade and can award multi-site programmes without separate tenders, with no charge for using the framework.

Next Steps

Appointed contractors should finish current call-offs strongly, as those programmes become references for the re-tender. Others should watch SEC's framework pages for the replacement procurement as October 2027 approaches and build evidence now: planned works case studies by trade, multi-site delivery, resident liaison and accreditations. SEC's Construction & Development Works DPS admits new contractors in the meantime.

How Athena Can Help

With this framework ending in October 2027, contractors should plan their next route to SEC members now. Athena's framework and DPS registration service identifies routes that are open today, such as dynamic purchasing systems, and prepares the applications.
