Zero Carbon Consultancy Framework

Live

Framework Description

South East Consortium's Zero Carbon Consultancy Framework provides consultants to design and assess low- and zero-carbon solutions for new build and retrofit. It was procured alongside the Asset & Development Consultancy framework under Find a Tender reference 2024/S 000-016416, awarded on 21 January 2025, and runs until 20 January 2028. Assessment standards range from BREEAM and SAP to Passivhaus.

Context & Use Case

Public sector landlords, councils and other asset owners use it to meet net zero commitments and the evidence demands of decarbonisation funding, for example commissioning SAP and EPC assessments before and after retrofit, or Passivhaus and life cycle carbon work on new homes. Buyers appoint by direct award or mini-competition among the framework consultants.

Who Can Apply

Suits sustainability and energy consultancies with qualified assessors across several of the listed standards and experience of public sector programmes. Applications for this framework are closed; consultancies not appointed can join only when SEC re-tenders it, likely around 20 January 2028.

Buyer Benefits

Funding bodies and planning conditions require accredited assessments, so buyers need qualified assessors quickly and in volume. One route covering BREEAM, SAP, Passivhaus and life cycle carbon means they can commission design advice and compliance assessments without a separate tender for each standard.

Next Steps

Appointed consultancies should show SEC members how quickly they turn round assessments and how their design advice cuts carbon and cost. Others should prepare for the re-tender expected around January 2028: list assessor accreditations by standard, programme volumes, and retrofit or new build case studies with measured results.

How Athena Can Help

Zero carbon consultancy bids need to prove assessor depth and practical design value. Athena's bid writing and competitor analysis support helps appointed consultancies win call-offs by showing both, with a Bid Health Check before each submission.

For the 2028 re-tender, our framework opportunity mapping finds other decarbonisation consultancy frameworks open now, and our bid/no-bid and pricing advice helps you decide which competitions to enter and how to price your assessors' time.
