Adults Residential And Respite Framework

Coming soon

Framework Description

Southend-on-Sea City Council plans a multi-use, multi-supplier framework for residential and respite care across all adult client groups, supporting both Adult Social Care and health partners. It will run under the light touch regime, which allows flexible procurement including direct awards. The estimated value is £37 million a year, or £296 million over an eight-year duration, and the framework may be divided into lots by service type.

Context & Use Case

Commissioners use it to place older people, adults with learning disabilities, people with mental health needs and those with complex needs into residential care or respite, often quickly when circumstances change. Because health and social care partners can both use it, placements can be coordinated across the two systems rather than arranged separately.

Who Can Apply

Suits care home and respite providers serving one or more adult client groups in and around Southend, from specialist services to multi-service operators. The framework is at pipeline stage and not yet open, so providers will win a place by bidding when the Council publishes the tender.

Buyer Benefits

With an estimated £37 million a year expected to flow through one route, the Council and its health partners will be able to place people quickly by direct award, without a fresh procurement each time. A multi-supplier panel gives choice across client groups and keeps a range of specialist providers active in the local market.

Next Steps

Read the pipeline notice on Find a Tender and watch for the tender notice, which will confirm timelines, specifications and any lots by service type. Prepare now: CQC ratings, fee structures, occupancy and staffing data, and evidence of joint working with health partners for each client group you serve. Decide early which service types you will bid for.
