Framework Description
Sovereign Network Group's Clerk of Works Consultancy Services Framework has two geographic lots: London inside the M25 plus counties north and east of London, and the area outside the M25 covering counties west and south of England. SNG planned to appoint up to ten ranked suppliers per lot, delivering services both in person and remotely. The award notice was published on 2 October 2026.
Context & Use Case
SNG will call off clerk of works services for its construction and building projects either by direct award, using the supplier ranking, or by mini-competition. The geographic lots let it draw on local inspectors where regular site presence matters, while remote delivery gives it flexibility on projects that do not need someone on site every visit.

Who Can Apply
Suits clerk of works practices and consultancies with qualified site inspectors, experience on housing construction and capacity to cover a whole lot area. The framework has now been awarded, so firms that were not appointed cannot join it until SNG re-tenders.
Buyer Benefits
Ranked suppliers let SNG make quick direct awards to trusted inspectors, with mini-competition available for larger commissions. Independent site inspection protects build quality and reduces defects on new homes, so SNG values inspectors with strong, timely reporting and good local knowledge.
Next Steps
Appointed firms should protect their ranking: prompt, clear site reporting earns direct awards, and mini-competitions reward a strong inspection method. Firms that missed this round should study SNG's award notice, build housing project references and sample site reports, and look for other housing association frameworks for clerk of works services that are open now.
How Athena Can Help
On a ranked framework, appointed firms win direct awards on their position and the rest through mini-competition. Athena's mini-competition bid writing sharpens your answers on inspection method, reporting and local coverage, and our pricing and bid/no-bid advice helps you choose which SNG commissions to chase.
If you were not appointed, our framework registration support identifies other clerk of works and construction consultancy frameworks open now and prepares the applications, from selection questions to case studies.
