Framework Description
New Build Housing Construction (H2) is a Scottish Procurement Alliance (SPA) framework for building new homes across Scotland. It has 20 suppliers spread across six workstreams and five regional areas, and covers houses and flats, care homes, student and key worker accommodation, conversions, rooftop and medium to high-rise schemes. It runs until 31 July 2027, and projects started under it can continue beyond that date.
Context & Use Case
Local authorities, housing associations and other Scottish public bodies use it to commission new-build housing, from small traditional schemes to mixed-use developments with community or commercial space. It also supports development agreements and land purchase arrangements, which helps clients that want a contractor to bring a site as well as build on it.
Scope of Services
Houses and flats Care homes, student and key worker accommodation Commercial-to-residential conversions and rooftop developments Medium to high-rise housing Net Zero Carbon and low-energy buildings Development agreements and land purchase Civil engineering, infrastructure, demolition and site clearance

Who Can Apply
Suits housebuilders and main contractors delivering social and affordable housing in Scotland, including regional firms that can cover one of the five areas. Applications for this framework are closed; contractors not appointed will need to target its replacement, likely procured around the 31 July 2027 end date.
Buyer Benefits
Buyers can appoint a pre-qualified contractor in their region and start projects quickly, with SPA's social value and community benefit commitments built in. The broad scope means one route covers everything from care homes to land-led development deals, and Net Zero and low-energy requirements help clients meet their climate targets.
Next Steps
Appointed contractors should secure projects before 31 July 2027, as schemes started by then can run on. Others should watch the SPA framework page for the H2 replacement and prepare Scottish housing case studies by workstream, community benefit delivery records and evidence of Net Zero or low-energy builds. Decide early which regional areas you can realistically cover.
How Athena Can Help
The H2 replacement is likely to be competitive, and regional coverage choices matter. Athena's go/no-go assessment helps you decide which workstreams and regions to target, and our construction bid writers build community benefit and Net Zero answers with clear win themes.
Athena's framework registration consultants then manage the application, deadlines and compliance check, so nothing is missed when the replacement opens. If you are already appointed, we can also help you win H2 projects before the July 2027 end date.
