Framework Description
Stockton-on-Tees Borough Council is planning a multi-supplier minor works framework with 14 specialist lots for maintenance and improvement works across its assets, and has published a preliminary market engagement notice. Lots range from mechanical, electrical and roofing work to highways, street lighting and traffic signals, Disabled Facilities Grant (DFG) work, fire doors, door entry and solar. It is expected to run to 31 October 2034.
Context & Use Case
The Council will use it to commission minor works across its buildings, highways and housing-related services, including residential extensions under DFG. Contractors will be able to bid for one or several lots, so specialist SMEs can sit alongside multi-trade firms. Framework details are held on the Council's OPEN e-tendering system.

Who Can Apply
Suits specialist contractors and consultants in any of the 14 lot areas, from local trades to highways firms. The procurement is at preliminary market engagement, so the framework cannot be joined yet: contractors should take part in the engagement and prepare to bid when the tender opens.
Buyer Benefits
Fourteen narrowly defined lots let the Council go straight to a specialist for each type of work, from a door entry engineer to a street lighting contractor. Multi-supplier lots give it backup capacity and competition on each job, and a term to 2034 gives continuity for its maintenance programmes.
Next Steps
Identify the lots that match your trade, then follow the Find a Tender record (ocds-h6vhtk-06893b) and the Council's OPEN e-tendering system for engagement activity and the tender notice. Prepare accreditations, insurances, health and safety documents and relevant case studies for each lot you plan to bid for.
How Athena Can Help
With 14 lots and the procurement still at market engagement, there is time to plan where to compete. Athena's bid/no-bid lot selection helps you target the lots you can win, and our bid writing for minor works team can prepare method statements and quality answers for each one before the tender opens.
While you wait, our framework registration and pipeline service finds other North East minor works frameworks and DPSs that are open now and prepares the applications.
