Supported Living And Social Opportunities Framework Year 2 & 3 Reopening

Live

Framework Description

Stoke-on-Trent City Council's Supported Living and Social Opportunities Framework (ASCHIW/2021/132) buys care and support for residents with a learning disability or autism, including people whose behaviour may challenge, and for people with mental health conditions or physical disabilities. Its combined Year 2 & 3 reopening was advertised in a contract notice on 1 June 2026, letting new providers apply and existing providers renew their place.

Context & Use Case

The Council commissions supported living, meaning care and support in people's own homes, and social opportunities, which include building-based activities and outreach. Reopening the framework lets commissioners refresh the provider pool, update the specification and bring in new providers as needs change, without a full re-tender. A Bidders Day set out commissioning intentions, specification changes and the procurement steps.

Who Can Apply

Suits supported living, day opportunities and outreach providers with experience of learning disability, autism, mental health or physical disability, whether already on the framework or new to Stoke-on-Trent. The Year 2 & 3 reopening, advertised in June 2026, is the route in; check the Find a Tender record for whether its window is still open.

Buyer Benefits

Reopening the framework lets the Council adjust specifications and bring in providers where demand is growing, while keeping continuity with existing providers. Commissioners value providers who combine good care with meaningful social opportunities that build independence and reduce isolation, and who respond to updated specifications rather than resubmitting old answers.

Next Steps

Check the Find a Tender record for the reopening documents and deadline, and ask the Council for the Bidders Day materials, where commissioners set out updated specifications and eligibility. If the window is open, apply with safeguarding policies, staffing plans and case studies showing outcomes for the people you support; if it has closed, keep that evidence ready for the next reopening.

How Athena Can Help

Reopenings reward providers who act on what commissioners said at the Bidders Day. Athena's application service for frameworks turns the updated specification into a compliant, well-evidenced application, drafts the narrative responses and checks everything before submission.

Our care sector bid writers build win themes around independence and social opportunities, and our bid for the bid preparation makes sure your evidence, policies and pricing are ready well before the deadline or the next reopening.
