Framework Description
Framework 26 040 is Strathclyde Partnership for Transport's framework agreement for minor works across its estate, which includes bus stations, corporate buildings and Glasgow Subway infrastructure. It covers maintenance, refurbishment and small-scale projects that fall outside SPT's major capital programmes. SPT announced the framework in a prior information notice published on Find a Tender on 20 March 2026.
Context & Use Case
SPT uses it when a bus station, office or Subway asset needs repairs, refurbishment or small improvement works, often on operational sites where passengers and staff are present. Pre-qualified contractors let SPT start work quickly and deliver within defined timescales and budgets, keeping disruption to transport services to a minimum.

Who Can Apply
Suits building and civil engineering contractors with experience on live public transport or other operational public sites, and strong site safety management. It is a standard framework, not a dynamic market, so once it is awarded, contractors not appointed must wait for the re-tender; check the framework page for the current stage.
Buyer Benefits
Working around passengers and live infrastructure demands contractors who plan carefully and finish on time. A framework of pre-qualified contractors gives SPT that confidence, lets it award small jobs quickly without running separate procurements, and keeps safety standards consistent across bus stations and the Subway.
Next Steps
Check the Find a Tender record and SPT's tender listings to confirm whether the tender has been issued or awarded. If it is still to run, prepare now: build case studies of works in stations, transport hubs or other live public buildings, gather safety accreditations, and set out how you would plan work around passengers and staff.
How Athena Can Help
Transport estate frameworks favour contractors who can prove safe delivery on live sites. Athena's tender and call-off writing helps you present clear methods, programmes and site safety plans, whether for SPT's tender or for jobs once you are appointed.
Our public sector bid process support plans the submission early, and our Scottish framework registrations service finds other public sector minor works frameworks in Scotland that you can join in the meantime.
