Framework Description
Asbestos Consultancy Services is a higher education consortia framework that provides member universities with asbestos surveying, management and advisory services. It is a single-lot agreement covering management, refurbishment and demolition surveys, asbestos management plans, air monitoring and clearance testing, and training. It ends on 24 March 2027 with no extension, so the re-tender is approaching fast. This framework is used by SUPC and NWUPC.
Context & Use Case
Estates teams use it to manage asbestos across older campus buildings, commission refurbishment and demolition surveys before capital projects, and get independent air monitoring and clearance testing after removal work. Members can direct award for routine surveys or run a mini-competition for larger programmes of work across several buildings or campuses.

Who Can Apply
Suits asbestos surveying consultancies and analytical laboratories with the relevant accreditations and experience on large estates. Applications for this framework are closed, and with an end date of 24 March 2027 the re-tender is the next opportunity and is only months away.
Buyer Benefits
Universities need independent asbestos advice they can rely on when buildings are in use by students and staff. A framework gives them surveyors and analysts on agreed rates, quick mobilisation before projects start, and consistent reporting across their estate, which supports their duty-holder records.
Next Steps
Watch the consortia framework pages and Find a Tender for the successor ahead of 24 March 2027. Prepare accreditation certificates, surveyor qualifications, sample reports and references from universities or other large estates. Appointed consultants should keep turnaround and quality data, as it will support their re-tender response.
