Framework Description
Asbestos Removal Services (EFM2044 NE) is a framework let by NEUPC (North Eastern Universities Purchasing Consortium) that gives member universities access to asbestos removal contractors. It is a single-lot agreement covering licensed removal, non-licensed asbestos work, encapsulation and reinstatement, and associated waste disposal. Seven contractors are appointed. The framework started on 1 July 2024 and runs until 30 June 2027 with no extension. This framework is used by NEUPC, SUPC and NWUPC.
Context & Use Case
Estates and capital projects teams use it when surveys find asbestos that must be removed before refurbishment, demolition or maintenance, or that is better encapsulated where it is. Work often has to fit around teaching and campus life, so quick mobilisation through direct award or mini-competition is valuable to estates teams.

Who Can Apply
Suits HSE-licensed asbestos removal contractors, and firms carrying out non-licensed work, that can operate safely on occupied campuses. Applications for this framework are closed; with an end date of 30 June 2027, suppliers outside it should prepare for the re-tender expected around that time.
Buyer Benefits
Universities get contractors who have already been vetted, which reduces risk on high-hazard work in buildings full of students and staff. Covering removal, encapsulation and waste disposal in one agreement keeps responsibility clear from start to finish, and agreed rates make it easier to plan works around the academic calendar.
Next Steps
Prepare for the re-tender ahead of 30 June 2027: HSE licence, insurance, notification records, waste carrier credentials and case studies on occupied buildings. Watch SUPC and Find a Tender for the notice. Appointed contractors should log incident-free projects and turnaround times to support their next bid.
