Framework Description
SUPC's Cleaning & Janitorial Supplies framework is a supply agreement for the consumables and equipment member universities need to keep their buildings clean. It covers detergents and disinfectants, cleaning machines, janitorial products, washroom paper, and waste sacks and bins. It is a conventional framework rather than a DPS, and it ends on 12 July 2027.
Context & Use Case
Cleaning teams and estates departments order through it to stock in-house cleaning operations across teaching buildings, laboratories, offices, residences and communal areas. Orders range from routine replenishment of paper and chemicals to buying floor scrubbers or vacuums for a new building. Regular, high-volume ordering means delivery reliability and consistent product ranges matter as much as unit price.
Scope of Services
Detergents and cleaning agents Disinfectants Cleaning machines, including vacuums, floor scrubbers and pressure washers Janitorial products such as mops, brooms and bins Toilet tissue and paper towels Waste products, including recycling bins and refuse sacks

Who Can Apply
Suits janitorial distributors, cleaning chemical manufacturers and equipment suppliers able to deliver regularly to multi-site campuses. Applications for this framework are closed, so suppliers outside it cannot join now. SUPC's re-tender, expected around 12 July 2027, is the next chance to get on.
Buyer Benefits
Universities get pre-agreed prices on items they buy every week, consistent products across sites, and fewer one-off quotes to chase. Having chemicals, machines, paper and waste products on one agreement cuts the number of suppliers an estates team manages and makes it easier to keep product safety data in order.
Next Steps
Appointed suppliers should review consumption with each university customer and propose consolidated deliveries or product switches that save money. Others should prepare for the re-tender ahead of 12 July 2027: assemble product data and safety sheets, delivery coverage, environmental credentials and public sector references, and watch the SUPC framework page and Find a Tender for notices.
How Athena Can Help
Supplies frameworks are usually won on the price schedule and on how well you show delivery reliability. Athena's pricing and competitor modelling sets rates that score well against other distributors while protecting margin, and our writers produce clear answers on delivery, stock and sustainability.
Our framework registration help manages the 2027 re-tender application end to end, and Athena's support for public sector supply bids extends to councils, schools and other public buyers, with a bid/no-bid view on each.
