Framework Description
eMarketplace for Facilitating Tailend Spend (PA23) is a single-lot framework let by NEUPC (North Eastern Universities Purchasing Consortium) under the Procurement Act 2023, for a managed B2B marketplace through which universities handle low-value and tail spend. It covers the platform itself, supplier onboarding and aggregation, punch-out and catalogue integration, and analytics. Applications for this framework are closed (it is not a DPS); it has a single appointed provider and runs from 5 June 2026 to 4 June 2030 with no extension. This framework is used by NEUPC, SUPC and APUC.
Context & Use Case
Procurement teams use it to bring the long tail of small, infrequent purchases into a controlled channel, where staff buy from catalogues and spend can be analysed by category. Linking the marketplace to supplier catalogues through punch-out, and onboarding the many small suppliers involved, are central to the service members buy.

Who Can Apply
Suits eProcurement marketplace and B2B platform providers with experience of integrating with university purchasing systems. Applications are closed, with one provider appointed, and with an end date of 4 June 2030 there is a long wait before any re-tender, so new providers should pursue institution-level opportunities in the meantime.
Buyer Benefits
Tail spend means many small transactions that are costly to process and hard to control. A managed marketplace gives buyers policy compliance, fewer one-off suppliers to set up and data they can use to find savings, without each institution running a lengthy platform procurement of its own.
Next Steps
The appointed provider should focus on adoption, building usage and savings data with each member that signs up. Other providers face a long term to 4 June 2030, so they should follow SUPC's framework page for news of the re-tender and meanwhile build integration case studies with public sector or education purchasing systems.
How Athena Can Help
With a single provider appointed until 2030, other marketplace and eProcurement providers need routes in elsewhere. Athena's framework scouting service finds eProcurement agreements open sooner, and our tender support for public bodies helps you win direct institution tenders that build references and a track record.
When SUPC re-tenders, our bid management and proposal writing team presents your onboarding, integration and savings evidence clearly, with win themes and a compliance check before submission.
