eTendering Software Platform

Live

Framework Description

SUPC's eTendering Software Platform framework is a single-lot agreement for the procurement portals member institutions use to run tenders. It covers platform licensing, supplier portal services, contract management modules, and the integration and training that go with them. Applications for this framework are closed (it is not a DPS), and it ends on 30 September 2027 with no extension option.

Context & Use Case

University procurement teams use it to buy or renew the system they publish opportunities on, receive and evaluate bids, and manage contracts after award. Platforms also need to support the notices and transparency requirements of the Procurement Act 2023, so contract management and reporting modules matter as much as the tendering front end.

Who Can Apply

Suits eSourcing and contract management software vendors with public-sector clients and the ability to support the notices required under the Procurement Act 2023. Applications for this framework are closed, so vendors outside it cannot join; SUPC's re-tender, likely around September 2027, is the next way in.

Buyer Benefits

Procurement teams want a portal suppliers find easy to use, audit trails that stand up to challenge, evaluation tools that save time, and contract registers that meet transparency duties. Buying through a framework also spares them the awkwardness of running a tender for the very system they tender on.

Next Steps

Appointed vendors should prepare for institution-level competitions as portal contracts come up for renewal. Others should note 30 September 2027, follow SUPC's framework page for the notice, and prepare data migration plans, accessibility and security accreditations, and reference sites in education or local government.
