Framework Description
SUPC's Insurance Brokerage Services framework is a single-lot agreement through which member universities can appoint an insurance broker to place and manage their insurance programmes. It covers brokerage and advisory services, risk management consultancy, claims handling support, and policy benchmarking and placement. One broker is appointed. The agreement started on 1 September 2021 and runs until 31 August 2028, with no extension option.
Context & Use Case
Finance, risk and insurance officers at member universities use it to appoint the framework's broker for their insurance programme, or to bring in risk consultancy alongside placement, without running their own brokerage tender. Universities hold complex estates, research activity and overseas travel exposure, so they need a broker who understands the sector's risk profile and can benchmark their programme against peers.

Who Can Apply
Suits FCA-authorised insurance brokers and risk consultancies with education or public-sector client experience. The framework has a single appointed broker and applications are closed, so other brokers cannot join; the next chance is SUPC's re-tender, likely around August 2028.
Buyer Benefits
Universities want a broker who can secure cover in a hard market, benchmark premiums against peer institutions and support them through complex claims. The framework lets them appoint one on pre-agreed terms instead of running a full brokerage tender of their own, which saves time when renewal dates are fixed.
Next Steps
With nearly two years left, other brokers should use the time to win direct university and public sector brokerage tenders and build education sector case studies on placement and claims. Watch SUPC's framework page ahead of 31 August 2028 for the re-tender, and prepare evidence of market access, claims advocacy and clear remuneration.
How Athena Can Help
With one broker appointed until 31 August 2028, the openings for other brokers are the re-tender and direct tenders in the meantime. Athena's bid management consultants build win themes on market access and claims advocacy, explain clearly how you are paid, and model your score against likely rivals.
We can build the 2028 re-tender into a framework pipeline with other public sector brokerage agreements, and our bid/no-bid planning helps you decide where to focus effort before then.
