Framework Description
HENSS2 (Networking – HE, Supply & Services 2, reference ITS2008 NE) is a framework agreement let by NEUPC and open to members of SUPC, APUC, HEPCW, LUPC and NWUPC. It covers the supply, installation, maintenance and repair of networking equipment, and networking consultancy, across four lots. Applications for this framework are closed (it is not a DPS); it has 12 appointed suppliers and runs until 5 June 2027 with no extension option. This framework is used by NEUPC, SUPC and APUC.
Context & Use Case
University IT teams use HENSS2 to buy network equipment, to procure network refresh and upgrade projects, and to bring in consultants for design and planning. Projects are split at £1m, so smaller upgrades and major campus programmes are competed separately. Call-offs are made by ranking, further competition or a desktop exercise among the suppliers on the relevant lot.
Scope of Services
Lot: Equipment Only Lot: Networking Projects under £1m Lot: Networking Projects over £1m Lot: Networking Consultancy
Lots
Equipment Only; Networking Projects <£1m; Networking Projects >£1m; Networking Consultancy
Who Can Apply
Suits network equipment resellers, integrators delivering campus projects of different sizes, and networking consultants. Applications for HENSS2 are closed, so suppliers not already appointed cannot join it; the next chance is the re-tender expected around its end date of 5 June 2027.
Buyer Benefits
Universities get networking suppliers already assessed, with a choice of call-off routes to suit the size and urgency of each requirement. The value-banded project lots mean a small upgrade is not competed against a full campus rebuild, consultancy can be bought separately from delivery to keep design advice independent, and Electronics Watch terms help manage supply chain risks.
Next Steps
Appointed suppliers should use the remaining months to win call-offs and record project outcomes for the re-tender. Others should watch SUPC's framework page and NEUPC for the successor ahead of 5 June 2027, decide which lots fit (equipment, projects under or over £1m, or consultancy), and prepare accreditations, supply chain evidence and campus network case studies.
How Athena Can Help
Applications for HENSS2 are closed until its successor is tendered, so for most networking suppliers the work now is preparation. Athena's framework registration service picks the right lots for your size, prepares the selection and compliance answers, and checks everything before submission.
For appointed suppliers, our bid management team helps you win further competitions with win themes and competitor scoring, and our bid/no-bid advice stops you chasing projects you are unlikely to win.
