Roofing & Roof Maintenance Services

Live

Framework Description

Roofing & Roof Maintenance Services (reference EFM2055 NE) is a university consortia framework giving member universities access to roofing contractors for inspection, repair and renewal. It started on 20 July 2026 and runs to 19 July 2029, with no extension option. It has two lots: planned preventative maintenance, including roof replacements and new roof installations, and reactive repair and maintenance. Eleven contractors are appointed across the two. Applications for this framework are closed (it is not a DPS). This framework is used by SUPC and NWUPC.

Context & Use Case

Estates teams at SUPC member institutions use it in two ways. The planned lot covers programmed inspections, maintenance schedules, roof replacements and new roof installations, while the reactive lot covers leaks and urgent repairs. Members contract with appointed roofers by call-off or mini-competition, so a single repair can be placed quickly and a larger replacement project can be competed among the contractors on the relevant lot.

Scope of Services

Planned preventative maintenance, including roof replacements and new roof installations Reactive repair and maintenance Flat and pitched roof inspection Rainwater goods and specialist works Associated access and safety support

Lots

Planned Preventative Maintenance Services (inc roof replacements and new roof installation works); Reactive Repair & Maintenance Services

Who Can Apply

Suits roofing contractors, roof maintenance specialists and rainwater goods installers with safe working-at-height records. Applications for this framework are closed and it has nearly three years left, so new contractors cannot join until the re-tender around July 2029.

Buyer Benefits

Roof failures put teaching space, laboratories and residences out of use, so estates teams want contractors who respond quickly and work safely on occupied buildings. Separate planned and reactive lots let them run a replacement programme and keep a repair contractor on call without separate tenders, using roofers SUPC has already assessed.

Next Steps

Appointed contractors should keep method statements, access and safety records and pricing current for call-offs and mini-competitions in their lot. Others should note the 19 July 2029 end date and watch SUPC's framework page for the re-tender. Meanwhile, build accreditations, manufacturer approvals and university or public sector roofing case studies for both planned and reactive work.

How Athena Can Help

For the eleven appointed roofers, Athena's bid writing and pricing support helps win mini-competitions for replacement and new roof projects, with method statements on access, safety and working around occupied buildings, and competitor scoring that shows where your price needs to sit.

If you are not on it, our framework search and registration service finds roofing and estates frameworks that are open now or opening soon, and our public sector bidding consultancy helps you win direct university and council roofing tenders that build your record before SUPC re-tenders in 2029.
