Framework Description
SUPC's Serials, Periodicals and Associated Services framework (reference LIB4054 SU) covers the supply of newspapers, magazines, academic journals and other regularly published titles to university libraries, in both print and digital formats, along with the subscription services that go with them. It is a single agreement without lots, and applications for it are closed (it is not a DPS). It runs from 1 August 2023 until 31 July 2027 with no extension option. This framework is used by SUPC and NWUPC.
Context & Use Case
Academic libraries use it to place and renew subscriptions to the print and electronic titles that support teaching, research and general reading, consolidating orders that would otherwise be spread across many publishers. Library teams rely on the appointed suppliers to manage renewals, deliver physical copies on time and keep access to digital content running through each subscription year.

Who Can Apply
Suits subscription agents, publishers and content aggregators that can supply both print and digital titles to academic libraries. As applications are closed, it cannot take on new suppliers before it ends; the next opportunity is SUPC's re-tender, likely to come around July 2027.
Buyer Benefits
Library teams want one route for most of their subscriptions, accurate renewals, consolidated invoicing and quick fixes when an online title drops out of access. Buying through an agreed framework also saves them running a separate tender for each renewal cycle while journal budgets stay under pressure.
Next Steps
Appointed suppliers should keep records of renewal accuracy and how quickly access problems were fixed, as these make strong evidence next time. Others should note the 31 July 2027 end date, watch SUPC's page for this agreement for the replacement, and prepare title coverage, publisher relationships and university library references.
How Athena Can Help
Library supply tenders reward clear service detail as well as discount. When SUPC re-tenders, Athena's bid writing consultants can set out your renewals process, access support and usage reporting as clear win themes, and price the service charge so it competes without eroding margin.
Before then, our bid/no-bid guidance helps you judge whether to bid alone or with partners, and our support for framework applications gathers the policies, accreditations and library references the selection stage will ask for.
