Framework Description
Temporary and Permanent Staff 2025 is SUPC's framework for recruitment agencies supplying temporary workers and permanent hires to universities, across professional, operational, hospitality and events roles. It has 17 awarded suppliers. The agreement began on 1 October 2025 and ends on 30 September 2027. Places are fixed: applications for this framework are closed (it is not a DPS). This framework is used by SUPC and APUC.
Context & Use Case
Universities have constant staffing needs in professional services, estates, administration, hospitality and events, with peaks around enrolment, exams and conference season. Members fill them by direct call-off with an awarded agency or by running a mini-competition, and can also use the framework for recruitment advertising and the administration around permanent hires.

Who Can Apply
Suits agencies with university, hospitality or public-sector placements and REC or APSCo accreditation. With 17 agencies awarded and applications closed, others cannot join until SUPC re-tenders it, likely around the 30 September 2027 end date.
Buyer Benefits
Departments often need cover within days and want agencies that understand university pay rates, right-to-work checks and how a campus operates. A pre-agreed panel lets them fill temporary posts without a new procurement each time and keeps agency fees and worker pay on consistent terms.
Next Steps
Awarded agencies should track fill rates, time to supply and assignment feedback from member universities, ready for mini-competitions and the re-tender. Others should follow SUPC's framework page for the re-tender, expected around 30 September 2027, and prepare compliance audits, accreditation certificates and public-sector placement data, including hospitality and events assignments.
How Athena Can Help
For the 17 awarded agencies, mini-competitions decide who gets the volume. Athena's proposal writing and pricing support helps you answer on fill rates, worker compliance and fee structures in a way evaluators can score.
For agencies outside the panel, our bid/no-bid assessments show whether the 2027 re-tender is worth pursuing for your business, and our framework onboarding support prepares the selection documents, case studies and compliance evidence well ahead of the deadline.
