Framework Description

Washroom Services & Associated Products & Services (JAN3181 NW) is a framework let by NWUPC (North Western Universities Purchasing Consortium) covering hygiene services, sanitary waste collection and washroom consumables for universities. It has thirteen washroom services lots (Lots 1 to 13) and a further lot for period dignity solutions. Applications for this framework are closed (it is not a DPS), and it ends on 30 April 2027. This framework is used by NWUPC, SUPC and APUC.

Context & Use Case

Estates and facilities teams use it to contract hygiene services across teaching buildings, residences, sports facilities and offices, where sanitary bins, air care and dispensers need regular servicing. The period dignity lot supports institutions that provide period products for students and staff on campus. Members buy through call-off or mini-competition with appointed suppliers.

Scope of Services

Lots 1 to 13: Washroom services Period dignity solutions Washroom hygiene services Sanitary waste collection Consumables: soap, paper and air care Maintenance and compliance support

Lots

Lots 1-13 Washroom Services; Period Dignity Solutions

Who Can Apply

Suits washroom hygiene contractors, sanitary waste carriers, consumables suppliers and period product providers. Applications for this framework are closed, so suppliers outside it cannot join now; SUPC's re-tender, likely around April 2027, is the next way onto it.

Buyer Benefits

Buyers need services that reach every building on a fixed schedule, with documented sanitary waste handling and minimal disruption. Period dignity provision is tied to student wellbeing goals, and buying it alongside washroom services lets one supplier stock, refill and service dispensers on the same visits.

Next Steps

With just over six months left before 30 April 2027, the re-tender could be issued in the coming months. Keep watching SUPC's washroom page (https://www.supc.ac.uk/frameworks/20695/) and Find a Tender, decide which washroom lots suit you and whether the period dignity lot fits, and prepare waste carrier registration, service schedules, product sustainability data and site references.

How Athena Can Help

Washroom contracts are judged on service reliability and sustainability as well as unit price. Athena's bid writing and pricing service sets out your service schedules, waste compliance and product credentials clearly, then builds a price per unit that is competitive and profitable.

We can help you decide which of the 14 lots to target with bid/no-bid analysis, and our framework applications service prepares carrier licences, policies and references for the selection stage.
