SCC Domestic Retrofit Framework

Coming soon

Framework Description

Surrey County Council is procuring the SCC JD Domestic Retrofit Framework to deliver high-quality home energy upgrades that cut bills and carbon and make properties more resilient to climate change. Its estimated value is £14 million over four years. After preliminary market engagement in January 2026 and a pipeline notice in May, the Council published its tender notice on Find a Tender on 21 May 2026.

Context & Use Case

The framework will upgrade existing homes for Surrey residents, particularly people vulnerable to high energy costs and poor health outcomes who live in substandard housing. Works aim to improve energy efficiency, reduce carbon emissions and lower utility costs, from assessment and design through to installing insulation, heating, renewables and ventilation.

Who Can Apply

Suits domestic retrofit contractors and installers with accreditation for insulation, heat pumps, renewables or related measures, and experience of working in occupied homes with vulnerable residents. The framework is at tender stage and not yet awarded; check the tender notice for the submission deadline.

Buyer Benefits

A framework of quality-checked installers lets the Council turn its Net Zero and affordable warmth aims into real installations, with consistent standards across the county. Because it targets residents in poor housing, the Council will value installers who handle vulnerable households with care and deliver measurable bill savings.

Next Steps

Read the tender notice of 21 May 2026 on Find a Tender, listed on the same procurement record as the engagement notice, and check whether its deadline has passed. If it is open, prepare installer accreditations, assessment and design capability, safeguarding for vulnerable residents and case studies showing bill and carbon savings; if not, keep that evidence ready for the next opportunity.
