Framework Description
Swindon Borough Council's Alternative Provision, Short Breaks and Early Intervention Framework is a flexible framework with annual reopenings, running for four years from May 2025 to 31 May 2029. It gives the Council access to providers of alternative education, short breaks and early intervention for children and young people with additional needs. The second-year reopening was advertised under Find a Tender notice 029209-2026.
Context & Use Case
The Council uses it to place pupils who cannot attend mainstream school in alternative provision, to arrange short break respite for families, and to commission early intervention programmes. These services help it meet statutory education and safeguarding duties, and the annual reopening lets new providers join while existing relationships continue.

Who Can Apply
Suits alternative provision schools and providers, short break services and early intervention organisations with relevant qualifications, safeguarding arrangements and, where applicable, Ofsted inspection history. New providers can join at the annual reopenings; check the framework page for the next window.
Buyer Benefits
Annual reopenings let the Council bring in new provision as needs change, while keeping continuity with existing providers. Commissioners value providers who re-engage pupils with learning, give families reliable breaks and step in early before needs escalate into crisis or exclusion.
Next Steps
Read notice 029209-2026 to understand what the reopening asks for, then check the framework page for the next window, likely in 2027 if the annual pattern continues. Prepare Ofsted reports or equivalent quality evidence, safeguarding policies, and references from local authorities or schools you have worked with.
