Framework Description
Housing Construction, Demolition and Remediation (H3) is a new LHC Procurement Group framework, being procured for use across LHC's regional business units including SWPA in South West England. It covers design, enabling works, construction and completion of public sector housing, plus retrofit, estate regeneration, demolition and remediation. The planned term ends on 31 August 2030, with an option to extend by 12 months to 31 August 2031.
Context & Use Case
Councils, housing associations and other social housing providers will use H3 for new affordable homes, infill sites, estate regeneration, retrofit, demolition and site remediation, as well as defence housing. Lots are arranged by scheme size, so a ten-home infill site and a residential block over 18 metres sit in different supplier pools. The framework also aims to increase use of modern methods of construction.
Scope of Services
Small housing schemes of up to 10 homes Large schemes of more than 50 homes Residential buildings over 18m Retrofit and estate regeneration Demolition, enabling works and remediation Defence housing
Lots
Multiple lots arranged by scheme size from small housing schemes up to 10 homes through to projects above 50 homes and residential buildings over 18m
Who Can Apply
Housebuilders, main contractors, modern methods of construction providers, and demolition and remediation specialists. H3 is at tender stage and will not accept new applications once awarded: appointment now is the only way onto it until it is re-tendered around 2030 or 2031. Bid for the scheme-size lot that matches your track record, and check the framework page to see whether submissions are still open.
Buyer Benefits
Scheme-size lots keep small infill sites within reach of regional SMEs, while large regeneration schemes go to contractors with the capacity to deliver them. Having demolition, remediation and new build in one framework lets buyers procure a whole regeneration programme through a single route, and the push towards modern methods of construction supports faster, more predictable housing delivery.
Next Steps
Check LHC Procurement Group's In-tend portal for H3's tender documents and deadlines, and the SWPA frameworks page for launch news. Decide which scheme-size lots to target, then prepare case studies, building safety evidence for any work over 18 metres, a modern methods of construction narrative, and social value commitments.
How Athena Can Help
H3 will set the contractor panel for public housing across LHC's regions until at least 2030, so the tender matters. Athena can run the whole bid through our end-to-end bid management, from planning and win themes to quality responses on offsite construction, building safety and social value.
Our bid-for-the-bid planning helps you choose lots you can win, and our framework positioning advice lines up other housing frameworks in your pipeline so H3 is not your only route.
