Framework Description
Modular Buildings (MB3) is LHC Procurement Group's framework for the design, supply, installation and hire of modular buildings for local authorities, NHS bodies, government departments and other public clients. Its four lots cover permanent, healthcare, hired temporary and refurbished buildings. It started on 27 May 2025, runs until 26 May 2029 and replaced MB2. Applications for this framework are closed (it is not a DPS). This framework is used by SWPA and LHC London and South East Procurement.
Context & Use Case
Typical uses include school expansions, NHS clinical and support space, council offices, and temporary decant or welfare accommodation during refurbishments. Buyers can choose refurbished units, including those made by a third party, where a lower-carbon option suits. MB3 is most useful where speed and offsite manufacture matter more than a traditional build.

Who Can Apply
Suits modular manufacturers, healthcare modular specialists, hire fleet operators and refurbishers with public-sector track records. Suppliers were appointed in 2025 and MB3 is closed to new applications until it ends in May 2029, so others should build their record for the next iteration.
Buyer Benefits
Buyers want space delivered quickly with minimal disruption to services, in buildings that meet healthcare or education standards. Four workstreams let them manage a project from initial design to handover through one route, and a broad pool of appointed companies, including SMEs and modern methods specialists, gives them real choice. The framework also aligns with LHC Procurement Group's social value strategy.
Next Steps
Appointed suppliers should prepare for call-offs, keeping delivery times, defect rates and social value outcomes on record. Others should register interest for future iterations through LHC Procurement Group's In-tend portal, follow the MB3 framework page, and win direct public-sector modular contracts before 26 May 2029.
How Athena Can Help
For MB3 suppliers, Athena's bid support for call-offs covers programme, quality and site logistics answers, with pricing models for permanent, healthcare and hire options. Each response is checked for compliance before it goes in.
For firms outside it, our framework mapping and applications service finds other modular and construction frameworks open now, and our public sector tendering consultancy helps you win direct tenders from councils and NHS trusts that will strengthen a 2029 bid.
