Framework Description
Tayside Contracts is planning a multi-lot Subcontracting Framework for Works and Associated Services across the Angus Council, Dundee City Council and Perth & Kinross Council areas. Appointed firms will add capacity to Tayside Contracts' in-house teams on planned and reactive works. A prior information notice was published on 13 May 2026, market engagement was held on 1 June 2026, and the formal tender is the next stage.
Context & Use Case
Tayside Contracts delivers works for its member councils with its own workforce. This framework lets it bring in subcontractors when programmes outgrow in-house capacity, whether for a planned improvement package or a spike in reactive repairs. That gives it resilience and flexible capacity without permanently expanding its own teams, and keeps council works programmes moving when demand peaks.
Scope of Services

Who Can Apply
Suits construction and maintenance subcontractors in the Tayside area, including SMEs, who are comfortable working alongside an in-house delivery organisation. Applicants will need local authority works experience, suitable insurance and qualifications. The framework is not yet awarded, so the route on is to bid when the tender is issued; several suppliers will be appointed across lots.
Buyer Benefits
Tayside Contracts can call in pre-approved subcontractors at short notice instead of tendering each overflow package, which keeps council works on schedule. Rates and terms are agreed up front, so the in-house team can scale delivery up or down without carrying permanent overheads, and multiple suppliers per lot protect against any one firm being unavailable.
Next Steps
With the June market engagement session over, the next milestone is the formal tender. Check the procurement record on Find a Tender (ocds-h6vhtk-069834) for the notice and lot structure, decide which lots match your trades and coverage, and gather local authority references, insurance certificates and health and safety documentation now so you can respond within the tender window.
How Athena Can Help
Athena can get your response ready before Tayside Contracts issues the tender. We start with a bid/no-bid review to decide which lots are worth pursuing, then our bid writers build the quality answers around your local authority track record and your capacity to support an in-house team.
If this is your first Scottish council framework, our framework application support covers the selection and compliance questions, policies and certificates, with a compliance check before you submit.
