Framework Description
The Crown Estate is preparing a Consultancy Capital Projects Framework to support its London and regional capital projects, and has published a preliminary market engagement notice on Find a Tender (020635-2026). Four lots are proposed, with sub-lots by specialism and location: project managers, architecture, multidisciplinary design and engineering, and other consultancy services. It is due to run to 25 September 2029, with an option to extend by 12 months to 24 September 2030.
Context & Use Case
The Crown Estate runs capital projects that need coordinated consultant teams, from early project management and design through engineering, cost and compliance. The framework gives its project teams a ready pool of consultants by discipline and location, so it can assemble specialist input for each scheme in London or the regions without running a separate procurement for every appointment.
Scope of Services
Lot 1: Project managers Lot 2: Architecture Lot 3: Multidisciplinary design and engineering (civil and structural, MEP, fire, sustainability, acoustics, specialist lighting) Lot 4: Other consultancy services (cost consulting, building control, measured surveys, asbestos surveys)
Lots
Lot 1 - Project Managers; Lot 2 - Architecture; Lot 3 - Multidisciplinary Design and Engineering (Civil & Structural, MEP, Fire, Sustainability, Acoustics, Specialist Lighting); Lot 4 - Other Consultancy Services (Cost Consulting, Building Control, Measured Surveys, Asbestos Surveys)
Who Can Apply
Suits project management practices, architects, engineering consultancies and specialist firms in cost, building control and surveys, from SMEs to large multidisciplinary practices. Firms can bid for single or multiple lots. The framework is still being procured, so getting on means competing in this tender; it will not admit new firms once awarded.
Buyer Benefits
Crown Estate project teams can appoint a consultant for a specific discipline and region without a new procurement each time, which speeds up early project stages. Sub-lots by specialism mean niche skills such as acoustics, fire engineering or specialist lighting can be bought directly, and a multi-year term builds continuity across a programme of capital schemes.
Next Steps
Read notice 020635-2026 on Find a Tender and decide which lots and sub-lots fit your specialism and geography. Collect recent capital project case studies, CVs for named team members, professional indemnity details and accreditations now. Engineering specialists should weigh bidding alone in Lot 3 against teaming with a multidisciplinary partner. Missing this tender means waiting until around September 2029, or 2030 if extended.
