Framework Description
Framework 467-NYC-HA is North Yorkshire Council's single-lot framework for live-in care, for providers supporting adults who need care in their own homes around the clock. Advertised under Find a Tender notice 018649-2025, it runs until 31 August 2031, with an option to extend for two years to 31 August 2033. Volumes are demand-led, with no minimum commitment.
Context & Use Case
The council's Health and Adult Services directorate commissions live-in care for people with significant needs who want to stay at home rather than move into residential care. It reflects the council's 'My Home, My Community, My Choice' ambitions and aims to build a sustainable, diverse provider market. Packages are commissioned as needs arise, so work for appointed providers depends on demand.

Who Can Apply
Suits CQC-registered domiciliary and live-in care providers with strong safeguarding, recruitment and supervision practice. The framework is live and applications are closed: providers not appointed cannot join until North Yorkshire re-procures it, likely around August 2031, or 2033 if extended. Appointed providers receive work under its terms as needs arise.
Buyer Benefits
Commissioners get pre-checked providers able to start live-in packages quickly, so people can stay at home where that is their choice. Agreed terms and quality standards across providers make it easier to monitor outcomes and keep a stable, varied provider market across a large rural county, without a fresh procurement for each package.
Next Steps
Appointed providers should keep CQC ratings, staffing data and outcome evidence up to date. Others should register on YORTender, North Yorkshire's e-tendering portal, to follow the council's care opportunities and prepare for the re-tender before 31 August 2031. Notice 018649-2025 shows how the council ran this procurement, and its bidding guidance videos on YORTender explain how submissions work.
