Inclusion Services Framework 369 NYC CY

Coming soon

Framework Description

North Yorkshire Council is procuring an Inclusion Services Framework (369 NYC CY) for children and young people with special educational needs and disabilities. Seven lots cover in-person primary and secondary education, online learning, therapeutic interventions, alternative and enrichment activities, post-16 provision, and SEND improvement and workforce development. The procurement was approved through a report published on the council's democracy pages.

Context & Use Case

The council will use the framework to commission needs-led provision for children and young people with SEND, from key stage 1 through to post-16, covering education, therapy and enrichment. It forms part of the council's SEND strategy and the transformation of its High Needs Block spending, and the workforce development lot also supports improvement in how SEND services are delivered.

Scope of Services

Lot 1: Primary in-person education (KS1/KS2) Lot 2: Secondary in-person education (KS3/KS4) Lot 3: Online education Lot 4: Therapeutic interventions Lot 5: Alternative and enrichment activities Lot 6: Post-16 provision Lot 7: Targeted SEND improvement and workforce development services

Lots

Yes: Lot 1 - Primary In-person Education (KS1/KS2); Lot 2 - Secondary In-person Education (KS3/KS4); Lot 3 - Online Education; Lot 4 - Therapeutic Interventions; Lot 5 - Alternative and Enrichment Activities; Lot 6 - Post-16 Provision; Lot 7 - Targeted SEND Improvement and Workforce Development Services

Who Can Apply

Suits alternative provision settings, tutoring and online education providers, therapy practices, enrichment providers, post-16 providers and SEND consultancies or trainers. Providers can bid for the lots that match their offer. The framework has not been awarded, so the way on is to bid in the forthcoming tender.

Buyer Benefits

Lots by key stage and type of support let SEND officers match each child to a suitable provider quickly. A framework gives the council quality checks completed in advance, agreed rates for high-needs spending, and a broader choice of local and online options when a placement or intervention is needed at short notice.

Next Steps

Read the council's procurement report on its democracy pages to understand the aims and lot structure. Choose your lots, then assemble evidence likely to be requested: registration or inspection status where relevant, safeguarding policies, staff qualifications, outcome data for SEND learners and sample pricing. Watch North Yorkshire's YORTender portal for the tender release.

How Athena Can Help

SEND tenders ask providers to prove outcomes and safeguarding in writing, so early preparation pays. Athena can plan the submission with you, and our help with bid writing turns outcome data, safeguarding practice and case studies into answers written to each lot's evaluation criteria.

Where you are choosing between the seven lots, bid/no-bid planning helps you focus effort where you are strongest, and our framework application service handles the selection questions, policies and certificates.
