Framework Description
The Police and Crime Commissioner for Hertfordshire is preparing a Building Works & Associated Services Framework jointly with the Commissioners for Bedfordshire, Cambridgeshire, Norfolk and Suffolk, covering the estates of those five police forces. It will give the forces a shared route to qualified building contractors. A preliminary market engagement notice was published on Find a Tender on 12 May 2026.
Context & Use Case
Police estates need maintenance and development work to keep operational buildings running. Rather than each force tendering separately, the five commissioners are procuring one framework so the forces can call on the same contractors, keeping standards and terms consistent across a wide area and reducing the procurement effort for each estates team.

Who Can Apply
Suits building contractors able to work on operational sites across a five-county area, with strong health and safety records and public sector experience. The framework is at preliminary market engagement and has not yet been tendered, so contractors should engage now and prepare to bid when the tender notice is published.
Buyer Benefits
The forces share one procurement exercise instead of five, saving time and cost, and can place work with contractors already assessed for public sector estate work. Common terms make it easier to compare prices across the region and to run joint estate programmes where forces share buildings or priorities.
Next Steps
Read the engagement notice on Find a Tender (ocds-h6vhtk-069712) and take part in any market engagement the forces run. Then prepare for the tender: references from blue-light or other secure sites, accreditations, health and safety records, and a clear account of how you would cover all five counties, alone or with partners.
How Athena Can Help
Five forces buying through one framework means a single tender decides access to a large estate. Athena's bid/no-bid and positioning advice helps you judge coverage and capacity before you commit, and our bid management team plans the submission early, writing answers on secure-site working, safety and regional delivery.
Our pipeline of open frameworks service also finds blue-light and public estate frameworks open now, so you can build references before this tender lands.
