Wheatley Group Technical Consultancy Services Framework

Coming soon

Framework Description

The Wheatley Housing Group is procuring a 12-lot technical consultancy framework, estimated at £40 million, to support design and construction across its housing investment programme. Lots run from construction project management and architecture to quantity surveying, CDM advice, energy advice and fire engineering. It is a restricted procedure with an initial three-year term and an optional one-year extension, expected to end by 31 March 2031.

Context & Use Case

Wheatley's investment programme mixes new build homes with planned maintenance, extensions, adaptations and regeneration schemes. The framework lets the Group commission a single specialist, such as a clerk of works or planning consultant, or appoint a multi-disciplinary design team when a scheme needs architecture, engineering and cost advice together. Splitting disciplines into separate lots means smaller specialist practices can win work alongside larger multi-disciplinary firms.

Who Can Apply

Suits construction consultancies and specialist practices with housing sector experience, from sole-discipline firms to multi-disciplinary teams. Requests to participate closed on 22 May 2026 and up to ten candidates per lot are invited to tender, so firms that did not apply cannot join this framework until it is re-procured.

Buyer Benefits

Wheatley gets a ready bench of checked consultants for each discipline, so a new build or regeneration scheme can be staffed without a fresh tender. A dedicated multi-disciplinary lot gives one point of responsibility on complex schemes, while single-discipline lots keep specialist fees competitive on smaller adaptation and maintenance jobs. Fire engineering and energy advice lots reflect the compliance and retrofit pressures housing landlords now face.

Next Steps

Shortlisted firms should be working on their tenders: quality carries 60% and price 40%, so align housing case studies, team CVs and fee proposals to each lot's criteria. Firms that did not apply should follow Wheatley Group on Public Contracts Scotland, where tenders are submitted, and build housing evidence for the next round.

How Athena Can Help

With quality weighted at 60%, shortlisted consultants need answers that score well against each lot's criteria. Athena's bid writers and reviewers build those answers around your housing case studies and run a Bid Health Check before submission, and our fee and pricing advice helps you set rates that win the 40% price element without eroding margin.

If you missed this round, our consultancy framework pipeline maps other housing consultancy frameworks opening over the next 6 to 12 months.
