Framework Description
Translink, Northern Ireland's public transport operator, runs a dynamic purchasing system (DPS) for engineering training and competency management for its bus and rail engineering staff. It creates a pool of pre-approved training providers, called economic operators, who can be invited to compete for training contracts. The DPS is listed on Find a Tender as notice 025133-2024 and stays open until 31 July 2029.
Context & Use Case
Translink's bus and rail engineers maintain vehicles and systems where safety and competence are critical. The DPS lets Translink commission technical courses, competency assessment programmes and wider development for these teams as needs arise. Some contracts may carry social benefit conditions, so providers may be asked to support Translink's wider community objectives as part of delivery.

Who Can Apply
Suits engineering training providers, colleges and universities, and consultancies that design competency frameworks for transport or heavy engineering staff. It is a Live DPS, so providers can apply to join now and remain eligible to compete until July 2029.
Buyer Benefits
Translink can source specialist engineering training without a full tender each time, from providers already checked for capability. Competing contracts among the pool keeps prices fair, and the social benefit clauses let Translink use its training spend to support its community commitments.
Next Steps
Apply through the eTendersNI portal, which is the only accepted route. Your submission must include the completed P-3043 DPS Generic Eligibility Criteria form. Prepare evidence of engineering training you have delivered, accreditation of courses and trainers, and how you would support social benefit goals. Questions go to Translink through eTendersNI.
