Tfl Professional Services Frameworks 3: Transport Planning & Impact Monitoring And Environmental Services

Coming soon

Framework Description

TfL Professional Services Frameworks 3: Transport Planning & Impact Monitoring and Environmental Services will appoint consultants for transport planning, modelling, impact evaluation and environmental work. TfL ran it as a competitive flexible procedure under notice 031088-2025. The framework is expected to run from 1 April 2027 to 1 March 2029, with a possible extension to 1 April 2030, for TfL, the GLA, GLA Group bodies and London boroughs.

Context & Use Case

London public bodies need evidence to back transport decisions, from modelling new schemes to monitoring the impact of changes once delivered. The framework will let TfL, the GLA and boroughs commission transport planners and environmental specialists for studies, sustainability assessments and business case evidence, without separate tenders for each piece of work.

Scope of Services

Strategic transport modelling, studies, planning and policy Statistical modelling and transport economics Transport surveys and public consultation Data analysis, modelling and monitoring Ecology, green infrastructure and environmental assessments Noise and vibration; health, equalities and socio-economic assessments Climate modelling, risk, adaptation and energy mitigation

Who Can Apply

Suits transport planning consultancies, modelling specialists and environmental consultants with London or comparable urban transport experience. Tenders closed on 18 July 2025, so firms that did not bid cannot join; the next chance is the re-procurement, likely around March 2029, or 2030 if extended.

Buyer Benefits

One framework serves TfL, the GLA and all London boroughs, so buyers can commission trusted consultants quickly and on consistent terms. Buyers value consultants who understand London's transport models, data and policy priorities and can turn analysis into evidence that supports investment decisions.

Next Steps

Bidders should watch for TfL's award decision, estimated for 30 March 2026 in the notice, and prepare for mini-competitions from April 2027 with London case studies, modelling credentials and team CVs. Firms that missed the deadline should build London transport and environmental evidence and target subcontract roles with appointed consultants.

How Athena Can Help

Once PSF3 starts in April 2027, appointed consultants will compete for commissions across TfL, the GLA and the boroughs. Athena's bid planning and writing team develops win themes around your modelling and evaluation work and runs a Bid Health Check on call-off proposals.

Our bidding advice for public bodies covers fee strategy and social value, and if you missed this round, our framework pipeline service shows other planning and environmental consultancy frameworks opening in the next 6 to 12 months.
