Framework Description
United Utilities Water Limited's Odour Control Unit Routine Sampling framework (PRO004973) covers MCERTS-compliant sampling, laboratory analysis and reporting for odour control units at wastewater sites permitted under the Industrial Emissions Directive. The £3 million single-lot framework runs from 1 April 2026 to 31 March 2031, with an option to extend to 31 March 2036.
Context & Use Case
Odour control units at IED-permitted wastewater sites must be monitored to show emissions stay within permit conditions. United Utilities uses the framework to schedule routine sampling visits on a six-monthly cycle, with appointed suppliers analysing samples in MCERTS-compliant ways and reporting results, giving it consistent evidence for regulators across all relevant sites.
Scope of Services
MCERTS-compliant sampling of odour control units Six-monthly routine sampling visits Laboratory analysis Reporting and compliance documentation
Lots
Single lot
Who Can Apply
Suits MCERTS-accredited stack and emissions testing firms with wastewater site experience and laboratory capability. The framework is awarded and applications are closed, so new suppliers cannot join until it is re-tendered around March 2031, or March 2036 if extended.
Buyer Benefits
Using MCERTS-accredited samplers gives United Utilities results it can rely on with the regulator. A fixed six-monthly cycle and one set of methods across sites keeps compliance records consistent and avoids gaps that could lead to permit breaches. Buyers also value fast lab turnaround so any exceedance can be acted on quickly.
Next Steps
Appointed suppliers should plan site visits around the six-monthly cycle and keep MCERTS staff accreditations current. Others should build wastewater emissions references and look for subcontract laboratory or sampling work. Notice 063186-2025 on Find a Tender sets out the scope, and the re-tender is likely ahead of March 2031.
