Framework Description
University of Wales Trinity Saint David (UWTSD) Group, with Coleg Sir Gâr and Pembrokeshire College, is establishing an open framework for capital development professional consultancy (reference UWTSD2526/235), estimated at £15 million. It has seven lots, from project and programme management to structural engineering, with up to six consultants per lot. Estimated dates run from 29 May 2026 to 30 April 2034.
Context & Use Case
The institutions will use it for campus development and refurbishment, appointing consultants for individual disciplines or forming multi-disciplinary design teams across lots. UWTSD can also appoint a Lead Consultant from any relevant lot to coordinate a project, paid through a coordination uplift that bidders declare in their pricing. The procurement runs on Sell2Wales under the Procurement Act 2023 open framework procedure.

Who Can Apply
Suits built environment consultancies with education capital project experience, from single-discipline practices to multi-disciplinary firms. The first competition was advertised in March 2026 and appointments have not yet been confirmed. As an open framework, it will reopen during its term, giving consultants who miss this round a later chance to join.
Buyer Benefits
Up to six consultants per lot gives the institutions choice and avoids dependence on one provider. A long term up to 2034 lets consultants learn the estates, and open framework reopenings keep the pool competitive. Buyers also value consultants who can work as part of a design team across lots.
Next Steps
Check the Find a Tender notice and Sell2Wales for the status of the current round and any reopening dates. Prepare education project case studies, professional registrations and PI insurance for the lots you want, and work out your coordination uplift if you could act as Lead Consultant. Follow the ITT format exactly, as UWTSD warns that non-compliant responses may be disqualified.
How Athena Can Help
Athena can prepare your application for this round or the next reopening. Our open framework submission service covers the selection questions, case studies and a compliance check for each lot, which matters when the ITT format is strictly enforced.
Once appointed, our fee proposal and bid support helps you win commissions under the framework, and our Welsh public sector bid advice helps you decide which lots match your strengths and how to price the Lead Consultant uplift.
